Rupert Cowen

Partner

Rupert is a partner in the  Energy, Infrastructure and Project Finance Department. Rupert's law practice emphasizes energy and transport infrastructure work recently concentrating on nuclear energy, decommissioning and risk management. 

His work has included PFI/PPP, joint ventures and complex commercial contracts.  Recently, Rupert has worked almost exclusively for the nuclear industry. 

He has taken a leading role in the privatisation of the decommissioning effort of UK civil nuclear legacy, acting for the successful consortia, UK Nuclear Waste Management Limited, now the owners of Low Level Waste Repository Limited and for Nuclear Management Partners Limited, now the owners of Sellafield Limited and has continued to act for both site licence companies. 

He has also worked on a number of civil and military decommissioning projects within Europe and Russia. 

He also led on procurement strategies for development of electricity transmission and gas distribution infrastructure including multi party alliance structures and target cost incentive contracts. 

He undertakes speaking engagements in UK and EU on nuclear law and development of nuclear commerce.

He is the legal representative for the Board of the Nuclear Industry Association and member of the INLA.
